Troops in Niger - What the Media Overlooks

Instead of arguing about what Trump said, why aren't we talking about why we have troops in Niger? Neither party seems to have any respect for the Constitution when it comes to getting Congressional approval for military action. And before anyone says the presence of our troops isn't a declaration of war, what would the United States do if a foreign government was training and assisting Mexicans to conduct special operations that would result in the death of American civilians? At what point, if ever, will the American public say enough is enough? Will it take the return of the military draft for Americans to repudiate perpetual war?

The Constitution makes it clear that Congress can declare war. It would seem that to amend a clear enumerated power, you would need to amend the Constitution, not just pass a federal statute. I'm no constitutional scholar, but the legality of the War Powers Act has always puzzled me.
