I don't know but social welfare programs are awarded based on demonstrated need not race. You get food stamps, welfare, and SSDI based on demonstrated need by being poor or disabled. There is no racial requirement to get on welfare. It's based on how much money you have NOT on your race or ethnicity.

The selective quotation of Atwater's comments have been repeatedly used by outlets like Salon to paint Reagan as racist, and likewise has been repeatedly exposed by those who listen to or read the entire context of Atwater's interview, namely...

Atwater's whole point was that race wasn't an issue in order for Reagan to win the South.

I have never said Stalin was my hero. Reagan killed tens of thousands in Latin America. He supported and gave arms and money to dictators who were killing people in Guatemala, El Salvador, and Nicaragua.

There's a lot of blood on the hands of Reagan. Of course Stalin has more but there's still a lot of blood on Reagan's hands.

I've come across the quote (taken out of context) a bunch by dumbasses who never do any independent research. It is entertaining to watch them learn that the quote is talking about how Democrats won the south prior to 1980.
