It means you would never find an upper class white lib actually living in these areas and they are precisely the areas that officers and citizens alike warn the little upper crusty, ultra lib Tulane kids about, lest they be robbed and murdered and left in a ditch to rot. This is what happens when an entire race of people look to another race to altar complaints and grief. Then sit back and let that (parent) race fight their battles. All the while, the lesser race really did not have a sincere beef. B/c if it was real, they would do the lifting themselves.
