Social reform to restore marriage and birth rates

Marriage rates and birth rates have been plummeting and are at unsustainable levels. If you had the power what realistic measures would you take to restore marriage and birth rates in this country? Realistic measures...nothing like banning instagram and Tinder(although that would be the best cure)
My ideas:
1) Allow for a "contract marriage" The government will not enforce anything related to division of assets, alimony etc except what is stated in a contract signed by both parties before the marriage.
2) Jailtime for proven, egregious false accusations
3) Child support a fixed $ relative to the minimum costs of food/shelter for the child. This number cannot be scaled to the income of the spouses
4) Major tax breaks for families with children
5) Mandatory paternity testing at birth

About the only government reform that might make a difference in marriage would be stopping government handouts... Doubt it would make much of a difference...
Face it, like 808 said, our kids have not had the best examples for what marriage is and should be... Until that changes, nothing the government does or can do will matter...

You want to promote marriage and 3 of your 5 ideas are incredibly slanted towards men (the 5th is probably minimal in terms of offense to women, I will add), which will not make marriage more enticing for the population of women you want having kids.

I think that cat is out of the bag these days. People would just not get married and cohabitate. The stigma for that has decreased to the point of acceptance (plus its popular in Europe, so that appeal exists for the more educated/high earner class).

Until recently, low birthrates were not necessarily a problem in the lower classes. The bigger problem is the educated classes are waiting longer to get married and have kids and when they do have kids it's maybe two, but generally one. So maybe EITC reform may slow the rate of divorce, but so many of those getting a divorce don't have that many kids if any at all and white women in particular are not having babies.
