Incorrect. Comey refused to say whether he thought Trump had obstructed justice and left it up to Mueller. And he did say that Trump personally had not been under investigation - it has been the Trump campaign and Mike Flynn. However, he did also imply that Trump was under investigation by Mueller for obstruction related to the Flynn case.

He always maintained that given the situation, including Trump's demonstration of corrupt intent by asking the others to clear the room, that he took it as a directive. You are just hearing what you want to here if you think he wavered on that at all.

He did not confirm anything of the sort about Trump not obstructing or obstructing justice. He said it is not his call to make.
There are not many people that have stated that Trump, specifically, was under investigation. His associates and campaign? Yes. And a number of people have testified under oath that is truth.
He was very smart to leak the information. It was legal. Trump tried to set the narrative. Comey wanted to set the narrative straight and get a special prosecutor. He got both. Trump was trumped

He was asked if he was ordered and he said "No, not with those words."
He said he took it as a "direction" from the POTUS to end the investigation. But of course you'd know this if you watched/listened/read the testimony.
