That's not what happened. They were removed from having to attend meetings that they aren't needed for. (Pandemic flu was the example used by Spicer today)

No I didn't. However, I did read an NPR transcript of an interview with Michael Hayden, the director of the CIA under Bush from 2006-2009. Hayden voiced strong concerns that Bannon, a man with "no high-level military experience, no high-level national security experience," is now a charter member of the council, while the roles of the top military and intelligence adivsers appear to be diminished, since "their attendance is at the discretion of Mike Flynn," the White House's national security advser.
