If dog owners are forced to pick up their dog's shite, why wouldn't the homeless be required to pick up and dispose their own?

Failure to pick up dog shite in my neighborhood will put you in HOA Hell...lol. Being a contrarian, I simply wash my sidewalk off with a hose.
