It's true, but it's also complicated. Saudi Arabia is not a monolithic entity just as America isn't. It would be like blaming "America" for Timothy McVeigh.
I am sure the Saudi elites sitting in their palaces care more about themselves and their fortunes than they do about any terrorist cause -- this I can tell you. If killing terrorists is what it takes for them to maintain their power, they will gladly do it.
