Sanctuary Cities/Bounty system

Why wouldn't a bounty system work? Say $500/head paid for by the City. When the City defaults, FEDGOV withholds funds to the City until it is paid.
Since ICE and to a certain extent local PD's are ineffectual due to zero coordination with the jailers, why wouldn't this be an option? We have citizens arrests, we have handicap parking violation volunteers who aren't deputized.
