So the Republicans voted to take off the $2000 deductible cap and now it can be $10,000 deductible, or more?

And the Demos agreed, and this is a victory for Republicans on healthcare reform?

And this is why Republicans lost in 2012 and why they will continue to lose. Conservatives are going to stay home on voting day - just like so many did in 2012 - rather than continue to vote for RINO's.

Just started following politics?

You have to pay attention to, and understand, procedural votes. They are often more important than how they vote on the actual bill.

I see nothing wrong with trying to fix what is in place while still making steps to repeal it.

To me it's the same thing really. If you "fix" it to the point where it's not even the same law anymore then you have effectively "repealed" it.

What is the thought process behind this? Fewer premium dollars to spread risk across? Seems like you would also be adding those with less cost so it would balance out.

This. High deductible plans are very inexpensive and are a win-win for young people and insurance companies. It's a win for the young because the premiums are very low and the their risk of major out-of-pocket spending is relatively low. It's a win for insurance companies because the risk of a young person needing massive coverage past the deductible is really low.

For instance, I've have had a high-deductible plan for seven years and I've never gotten close to meeting the annual deductible. So my insurance company has gotten their quarterly premium and has never paid a dime to me for coverage. That said, my quarterly premium is low and I'm guaranteed 100% coverage past my deductible.

The problem for the ACA is that low premiums don't allow for redistribution for premium subsidies for low-income earners. It's the reason they were initially prohibited.
