The theory is Horowitz (IG) will issue a report and recommend criminal charges be brought to specified DOJ and FBI officials for covering up CF U1 crimes, some crimes (like money laundering and bribes) where these DOJ and FBI officials were involved and the FBI and DOJ are trying to get ahead of the report with the direct evidence so they can position themselves ahead of the report.

I had to turn him off Friday afternoon. Lindsey Graham was on and was trying to tell what the Senate would do if the House wanted to go the route of going after Trump. Hannity wouldn't shut the frick up long enough for Lindsey to lay out it.

i havent watched fox or any other form of "news" 
in about 3 weeks
i am so done and just over it already with mueller BS as the 567th democrat caught red handed committing sedition, yet nothing will ever be done about it and most will retire with full benefits and a bonus when they leave.
until such a time as dimms are getting perp walked in cuffs facing lifetime behind bars, i DGAF about listening to any of it any more.
in about 3 weeks i am so done and just over it already with mueller BS as the 567th democrat caught red handed committing sedition, yet nothing will ever be done about it and most will retire with full benefits and a bonus when they leave.

The IG received copies of the whistle blower material. Mr. Cain has the original materials. Direct evidence is better than copies. Furthermore Mr. Cain may have held back some info. The FBI/DOJ would certainly want to get a handle on that info to prepare. The less surprises the better for their defense.

No, I understand why they would want the materials if it is how you laid out earlier. Must be some damning stuff to risk such a noisy operation to retrieve it.

they wanted to "preserve" the evidence, unfortunately it accidentally fell into a vat of sulfuric acid and then was run through an incinerator by accident, only to fall overboard in the middle of the ocean while it was being moved to a secure location for safe keeping.
after heroic immense efforts to keep all the evidence safe, the evidence no longer exists.
on a side note, the whistle blower will commit suicide friday by shooting himself in the back of the head twice and then hanging himself

Last week: John Solomon was TRYING to break news and Hannity was yapping MAKE UP FAKE BOUGHT AND PAID FOR BY HILLARY CLINTON FAKE RUSSIAN DOSSIER.
Finally John spoke and broke news on air that MONDAY (today) they can finally report SOMETHING?
And the whistle blower better change his name and go into protection.

You are right.
They could have just asked him if he would like to share more info. His is an official whistle blower and could have just asked nicely first. Mr. Cain's lawyer seemed kind of miffed the way the FBI proceeded.
There may be a little panic in the DOJ/FBI my certain officials right now and good decisions are not being executed. Remember, Bob Mueller and a lot of the same actors surrounding the Special Counsel were leaders in the FBI and DOJ when the U1 scandal was swept under the rug.
