although at this point it may be out-dated, but i think that state governments have restricted the advancement of the muni-broadband industry and i dunno if there has really been many more attempts

Muni-broadband can work with companies to lay down the fiber, and then select what level of service they want the company to provide.

These allow mid-sized companies (say, 100-200m a year in revenue) to build out in places that otherwise wouldn't be viable, and places where AT&T and Verizon will build out somewhere in the year 2189. A city comes to a company, a city of roughly 30-50k but not terribly close to a hub, and said company can work with that.

Verizon and AT&T don't want that, because they MIGHT one day KINDA SORTA want to POSSIBLY put fiber there. Doesn't matter to them that this means 50 years from now.
