All it takes is a few dives in waters that are protected (like in The Keys) and then in unprotected areas. The differences in them is astounding, as the damage done by boats, anchors, fishing trawlers, etc.. simply wrecks these reefs forever.

I am in favor of this, although I wish he'd do the same with our borders.

While I agree with the end here, shouldn't establishing a preserve like this really be a duty of Congress? This reeks of Authoritarianism.

This seems to have less to do with conservation and more to do with us asserting authority over territory that does not belong to us.
