Why are they unloading magazines in what I'm figuring was a residential area. Shouldn't they be trained to shoot well enough to wing and subdue a guy with a knife. I feel pretty confident if a guy brings a knife to a gun fight I can subdue him without lethal force. Now i'll put him in the hospital for a while but I don't have to kill him unless i'm trying to.

The police should never fire upon anyone unless their life or the life of another is in imminent danger.
If the excuse is, "we couldn't tell" then the minimum they should face is immediate dismissal from the force.

and if you can't see his hands which are behind a guy bleeding from the neck who is running out right behind him?

Not best, but it is an understandable reaction given the circumstances. But we all you know you are prefect and have perfect judgement instantly.
