How can they know that if the hate crimes go unreported?

Hate crimes were most often not reported because they were handled some other way, the report said. But people also did not come forward because they didn't feel it was important or that police would help, according to the report.
Based on a survey of households, the report is one of several studies that aim to quantify hate crimes. Its release comes as the Justice Department convenes a meeting on Thursday with local law enforcement officials and experts to discuss hate crimes, including a lack of solid data on the problem nationwide. Attorney General Jeff Session is scheduled to speak.
The new survey shows the limits of hate crime reporting, said Brian Levin, director of the Center for the Study of Hate and Extremism, California State University.
"Many victims don't report hate crimes because of personal and institutional reasons," Levin said. For example, some Latino immigrants may be reluctant to call police after an apparent hate crime for fear of deportation, he said.
Advocates fear that problem is worsening as the Trump administration ramps up immigration enforcement.

You have to first speculate on the motivation of the crime and then speculate on the reason it wasn't reported for this report to have any significance.

Meh, how do you know the people in the survey are telling the truth?
Their opinion of what happened to them is a one-sided purely subjective viewpoint of what occurred.
Besides, if they are illegal aliens then they won't report any crimes that happen to them.
That's one of the repercussions or consequences that may occur as a result of them violating our immigration laws.

Made up report with made up statistics about made up crimes.
There is no such thing as a "hate" crime. Or if there is, it's as unconstitutional as "separate, but equal" has been deemed to be.
There is no way to reconcile "hate" crime legislation with the First Amendment. I can say whatever I want - it's when I "do" something then it becomes a crime.
Use my speech and opinions to try to help a judge or jury infer my motive? Sure. Using my speech and opinions to make something illegal "more" illegal or worsen my punishment? Utter bullshite and it is only PC culture that has allowed it to continue.
Take James Byrd's murderers: I don't give a flying frick why they killed him. I don't care if it was because he was black, walking on the wrong side of the street or wearing a Colorado Rockies ballcap. Put those animals down and be done with it.
We don't need to inquire to the specifics of evil men's souls, IMHO.

It also reinforces the notion that blacks, gays, women, other minorities, etc., are inferior/require special protection and should be treated "differently" under the law.
After the XIVth Amendment, I just don't think we can handle those contradictions. We either have equal rights for everyone, or we don't. If we don't, we know where that leads.

We can certainly assume a percentage of them are lying.
It's just a question of what percentage are lying.
