I suppose the list could be of people that are considered "expendable". But that is a dangerous game as people are likely to start talking, putting Hillary to work.

O/U on the amount of murders and Clintoncides that occur between now and then before the order is ultimately stayed for an indeterminate time? The over at 6 seems like a solid gamble.
