Oreo next in line to move jobs back to US from Mexico?

I don't want jobs coming back because they're being held hostage or subsidized. I want them to come back because the business conditions make them viable.

Removing sugar tariffs would help, since a candy company left the Midwest for Canada bc America has the highest sugar cost in the world thanks to fanjul family.
