All evidence points to him assisting in getting the bill passed. It's more evidence he doesn't really stand for anything.

Everyone is fighting over Trump. The Lindsay Graham crew are trying to pull him over to the Ukraine first side. The MAGA crew are trying to pull him over to the America first side. We/MAGA lost this battle.

Johnson himself spoke about his son entering the Academy playing into his change of heart. Something to the effect of its better to send American bullets now than American soldiers later.
