This is coming from an architect of the NSA’s surveillance program.
These calls are NOT targets of the NSA. Again, we have a shift in policy within the last month of the Obama Admin.

Have there even been allegations that these calls were being tapped?
If I recall correctly the news reports just referred to accounts of these calls, not that anything was intercepted.
Seems like major misinformation here by Binney.

I think you are missing the point or ignoring it.
The leader of Australia and mexico are not "targets" by NSA.
In other words, that changed at some point in relation to Trump.
This all goes back to the political assassination of Flynn and it won't stop with Flynn, Obama signing an EO in his last month ordering the agencies (all 16 ) to work together to find information about Russian influences with Trump.
