They said they wanted to stop and talk to him. They didn’t say they wanted to stop and hold him. Big difference.
I’m just going by what they said, and what they said wasn’t that they intend to arrest him and hold him for authorities.
And no doubt trying to stop Arbery and then chasing him ( for how long we don’t know) and finally getting into a position that leads to the altercation Iis on them, not Arbery.
