North Carolina a work for welfare state, now (again)

Apparently this was the law and they suspended it a few years back because of the recession (and lack of jobs).

In a nutshell, North Carolinians have to either work part time or volunteer a certain amount of hours in order to keep their benefits.

I like this law. I'm wondering why they ever suspended it? it seems to me that more volunteers would be a good thing to have during a recession.

Louisiana is similar in that you have to work part time (if able) or actively looking for jobs.

Can I ask what is wrong with working/volunteering for welfare benefits?

I know a couple of people who perform for a living, one even playing flute.

And until they were able to market their talents into a sustainable lifestyle, they worked normal jobs doing non-musical things.
