A recent Oregon study showed that patients on medicaid had no discernible advantage compared to the uninsured, an, in fact, used the ER at a higher rate.

States won't go into debt because they have to balance budgets, but somehow the states are the villain because they won't take money from the Feds that the Feds don't have?

Well let's see what CMS had to say in 2010 regarding effects of Obamacare on facility solvency:
