New Orleans levee improvements = $4B; Trump border wall only $1.5B?

I remember reading that the levees in New Orleans would cost $4B (US Army Corp of Engineer estimate) in order to upgrade them to make them resistant to Cat 4/5 hurricanes.
How is that Trump is able to build a wall that will be much longer for only $1.5B? Is $1.5B only an initial cost to get the project going?

3 billion to the politicians and 1 billion to actually doing the work.

I wonder how much of that is for impact studies and wetlands mitigation?

I think the border wall is 40 billion or so...the 1.5 billion is what he's looking for just to get it started

Wall estimates are about $20B. The $1.5B is a 'down payment.'
Trump can't find $20B and Mexico won't pay for it so this is his way of getting it started. Once it's started, we have to finish it.

Seems to me, if i recall my chemistry from decades ago... Water molecules are a wee bit smaller than Mexicans too.
Now bare with me on this, designing a wall to retain wee tiny water molecules from seeping over, around, under, and through sounds a bit tougher than doing the same for peoples.
Earth shattering ain't it?

Not at all. I just know that nearly all public works projects in Louisiana are delayed endlessly or quickly double in price due to those two factors.
In order to disturb any dirt in a wetland (which according to the ACOEs, is literally any ground in Louisiana they take the time to inspect), one must apply for a corp permit and pay to a mitigation bank 4:1 for every acre disturbed. Those can cost anywhere from $20k-$60k per acre. At 4:1, that's $80k-$240k/ disturbed acre.
Earth shattering ain't it?

The wall won't have pilings driven 130' into the ground. Flood protection built to resist force of water not people........

You aren't going to stop storm surge for a damn Cat 4/5 and I'm almost positive the ACoE said this exact thing after Katrina.
If you have a Cat 5 coming at you, get the F out the way.

That part of your post is correct.

The GAO wrote in December that the LCS “raises a basic oversight question. Does a program that costs twice as much but delivers less capability than planned still warrant an additional investment of nearly $14 billion?”
Not doubling down on GWB's and Obama's wasteful wonder weapons that aren't as good as the weapons they are replacing, would be a great place to start looking for $$$.

1. Mexico will pay one way or another.
2. WTF do you mean we can't stop? Trump could always delay the permits just like the Corp did with the Ms River diversion channels.
