How would you like your brand new car to be banned from a city at certain times?
Gasoline is taxed at a nigh higher rate than diesel in the U.K.

The "ban" is nothing but a publicity stunt.
As the year 2040 approaches if diesel and petrol cars are still necessary, the ban date will just roll into the future indefinitely.

I'm not so sure. Volvo just announced a switch to all electric or hybrid by 2020. I expect to see several other European lines do this. If solar technology improves, even third world might be in play.
Can't say this makes me happy. Coupled with self driving, I'd say the era of fun cars will be over soon. Personal ownership will decline and progressives will love it. Subsidies will be provided for everyone. It will be like east Germany again and we're all driving Trabants.

They'll have to buy a lot of coal, nuclear, and gas generated electricity to charge all those "green" cars.

2040 is essentially 4 generations of electric vehicles away.
Hybrid cars require gasoline or diesel to supplement electric power, so it is unlikely that a hybrid would be legal in 2040 if they don't change their rules. Currently, the most affordable long range EV you can buy (200+ mile range) is the Chevy Bolt. It's a compact car and it costs over $30K USD after tax credits.
The switch to electric is not going to be easy for people on a budget. There's virtually no used electric car inventory yet. It will probably be another decade or more before affordable, used EVs become available en masse.
The energy grid in the UK is probably also due for some upgrades. There is a lot of costs to consumers and taxpayers here. This would hit the poor especially hard.

It takes much energy and waste to produce batteries for the automotive industry: A LOT of pollution.
The Power plants will have to increase output to meet the higher demand for charging battery cars. More pollution.
It's going to take a whole lot of oil to produce car batteries.
Oil is a naturally reoccurring substance that had been used since the beginning of time for cooking, fuel, and technologies.
Why is there such fear of oil? Because it causes blackheads?

Don't most car companies already claim their cars are hybrids? They'll just put hybrid in front of its name and say it is.

Look at it this way - the government will soon be in control. The grid won't matter. It will start in a city like London. Only autonomous cars will be allowed in the city center. They will propose this for a variety of stated reasons. Network monopolies will be granted. Subsidies for all so everyone gets equal opportunity to "drive". Make no mistake, though, the government will control the scheduling and usage.
Charging will be allowed when the grid allows it. If you don't get a car so what. When have socialists ever cared about shortages.

I can't believe a city is allowed to ban new diesel cars that meet their national emissions standards.
There seems to be a war on diesel right now.
