This particular scholarship endeavor has come under some serious fire over the last year.
Basically, he took a whole bunch of money a year ago and has just sat on it while figuring out how he wanted to go about doing it.
Glad he finally did, but it took way too long.

A donor can set up a scholarship for anything and if a college doesn't accept it he'll find another college that will.
The weirdest I've ever read about was the cop shooter scholarship.
It was an endowment by a rich black guy who hated cops. The money was to be awarded each year to a black guy who finished his prison time for shooting a cop.
