Mexico City billboard...um I don't get it

What am I missing here? Is this supposed to be a slight, seriously?!?! I usually get satire and dry humor, but I'm lost here. Is this some type of Mexican slight to be portrayed as an alien? Someone please explain this to my simple mind.
