He was implying that Hillary shouldn't have had her email in investigation concluded because the Trump Russian investigation continues even tho there is no Trump Russian investigation per Comey's testimony.

McCain should have simply called out the FBI as partisan instead of trying indirectly imply it. He failed miserably and looked like a senile old man.
