How many promises does this make that Trump has followed through on?

Not against the organization, but against America forcing other countries to pay their fair share. (at least I guess that's the point)

My spin is this: Just having countries pay their fair share is not enough. The deal should be re-written to have them pay us.

If anything, you'll find people who think the military should scale back out of NATO entirely, or at least remove our bases from there.
I doubt the Left has much opinion on it at all. The Right is all for getting the money to pay for these things; Libertarians all about getting our bases and soldiers back on American soil.
If an American military base in Germany is unable to pay for all of its operating costs with German funds, it shouldn't be there in the first place. I'm not saying Germany should pay for our planes, but they should pay for our fuel. And reimburse us for the salaries of the men and women who fly them, maintain them, etc.

All of those are 'promises' he's entirely backed off of since the election (except Obamacare which only the cultists still believe).

IRS just got rid of the mandate. That was the promise he gave to do immediately.

Not all conservatives want the military to be all over the world at our expense. You want our protection pay for it.
We should ask Germany if they care more about social causes or defense. You find a way to pay for both or don't expect us to subsidize it.
