in many of these cases the alleged victim doesn't want to make a complaint and is either influenced by a third party to do so or a third party makes the complaint. sometimes the psychological manipulation by "advocates" is simply terrible and disgusting

Happened to my brother-in-law. He was talking to another guy about a business golf game and said something rather mundane like, "any pretty women playing with us?" His assistant heard that and thought it was funny.
His assistant was laughing about it to another assistant in the manner of, "he's so funny".
THAT assistant... who wasn't in the room and witnessed nothing... called HR on my brother-in-law.
Some people are truly only happy if they are making someone else miserable.
