First of all, rattle the sword? Boots on the ground, no fly zones or naval blockades? Short of bullets flying around you honestly underestimate your hero Putin if you think these things will stop him from doing something in his region of the world.

He has decided to take part of Ukraine and he will. Europe certainly is going to allow him to and short of American military power joining that party....well you get the idea.

Now if his tanks don't stop at the Polish border then we will talk.

In reality Ukraine would never have retained their nuclear weapons after the fall of the Soviet Union, the Budapest Memorandum was a face saving agreement to bolster Ukrainian sovereignty/independence. The Russians in 1991 believed that Ukraine and Belarus would be tied to them through the Commonwealth of Independent States, had the Ukrainians decided to try to keep their weapons in 1991 war between Russia and Ukraine would have been the likely result and the US would have backed our then "ally" Russia, as we were deathly afraid of nuclear proliferation. That was the main policy goal, not the independence of these new countries or containing Russia.
