You are partially right. The thing you miss is that states refer to their own constitutions before adherence to the fed laws. It was set up this way(for good reason). Just like Texas giving the middle finger to the feds on the border.

This does nothing. It's a piece of symbolic nonsense that allows them to tell you "hey, I am standing up to the world powers and I am on YOUR side!" without actually doing anything. It's almost amusingly cynical.
To be clear, there is harm to such policies; but don't give it any weight. It didn't pass unanimously because it did something.

If I may please disagree: the US Constitution guarantees a republican form of government (Art. IV, Sect. IV) and nothing in the Constitution grants to the federal government the power to surrender state sovereignty on such matters. Remember, the federal government has only such limited powers as granted by the states and this ain't one of them.

That's the same sort of "point" attempted back in December 2022 when voters passed a law stating non-citizens are not eligible to vote in any elections. Today, not even a year and a half later, we see other states and municipalities starting to give illegals voting rights.
The sad fact is that there is a growing number of people who do not see the inherent danger of allowing foreign forces (whether individuals sneaking across the border, international groups, the UN, etc) to have primacy of some sort in certain scenarios. Once that camel's nose gets under the tent, the rest of the body will be soon to follow.
