Because Republicans trashed the reinsurance program before it ever got off the ground. See Alaska for an example of how it works when everyone speaks with intellectual honesty.

22% is the slowest rate in decades?

22% is only for the 7% of the population on the individual exchanges. That's not the entirety of the health insurance system in the US, obviously.
