It is possible to bump fire a semi auto rifle without a stock

Using a rubber band, or ones belt loop and thumb.

What laws do we need to pass??

You can bump fire them with nothing more than your finger.

Relax your shoulder and don't pull the stock into your shoulder, keep trigger finger in the same place.

All the slide stock does is make it easier to do.

You can also 3D print bump stocks. If they ban bump stocks it will be the definition of feel good legislation that will do nothing to solve the problem.
