Is the CBO truly independent?

When federal judges and folks at places like the FBI and Intelligence Community can be partisan, how can we be sure the CBO is truly independent?

Did you believe their economic assessment of Obamacare? Will you believe their findings of the House passed AHCA?

The closest thing I've found in the media is the WSJ, and I still see people calling them "fake news". So, meh. I assume everyone is lying. Saves time.

It used to be, 10-15 years ago as I used to work with them. Not so sure anymore.

It's not so much a question of independence by the CBO as it's a question of sourcing. Think of the CBO as a giant calculator - the results are totally dependent on the numbers you type in.

Their assessments are often off due to elements of legislation never being implemented or being amended after scoring.

The CBO merely scores the data it is guven. If it is given skewed data that leans to the desired outcome then that is how they score it. It's really a worthless step because it is not truly and independent evaluation wheee they compile their own data to score.

Everything they put out is manipulated information.

No, their analysis (If you want to call it that) is pathetic on pretty much everything I've ever seen them take a crack at.

I see many people are trying to pre-empt the looming shite sandwich that is likely going to come down later today about the AHCA.

I've posed this question before, but if anyone can offer up a superior policy forecaster/analysist, that can back up their track record with some comparative data, I am all ears.

Since the CBO uses base line budgeting, which automatically includes a percentage bump year over yearly budgets this is their language when referring to budgets:

Example: 5% increase in the base line budget. Spent $1 trillion last year.

Proposed budget: $1.05 Trillion..."budget freeze".

Proposed budget: $1.025 Trillion..."budget cut".

Proposed budget: $1.06 Trillion..."slight increase".

The problem with the CBO has nothing to do with its independence.

It has to do with its charter. It isn't designed to be accurate because no matter how smart the CBO folks are, they can't make obvious assumptions.

Technically speaking, if a bill proposes a 90% tax on something that previously had a 30% tax, the CBO will score that bitch as "current sales x 90% tax rate".

Yes. The above is highly simplistic for illustrative purposes.
