Government in it's very nature becomes corrupt from top to bottom. It is a natural law. Take it up with God Almighty.

The government doesn't have to keep it a secret, they just have to discredit the whistle blowers. All they have to do is call them crazy, tinfoil hat, conspiracy theorists, or just racist, anti semite or whatever and the general public will ignore them. Mainstream public ignores Alex Jones for this reason.
