Idea for Child Tax Deductions

Our Current System seems to be aimed at providing a monetary incentive for poor people to procreate and for successful people to not.
Instead of a set dollar amount deduction or a "credit" for every child why not a system that exempts your income (or portions of it) from taxes?
1 Child 15% of your income is tax free
2 Children 30% of your income is tax free
3 Children 50% of your income is tax free
4 Children 75% of your income is tax free
5 or more and 90% of your income is tax free
We could even cap it at the first $1,000,000 so that it doesn't just "help the rich"

Why can't the exemptions just decrease with each child? Seems simpler?

Because the goal isn't to have white people reproduce.

We already do, we reward the wrong people, this would reward the people we actually want reproducing

How about we just eliminate child tax credits altogether. I see no reason to reward/punish people based on their decision to have/not have children.

Because at this rate we'll be a nation populated by the 3rd World.
Until people are willing to watch people who don't want to work starve to death we need incentives for successful people to procreate

Do wealthy people qualify for the Child Tax Credit? I'm pretty sure that there's a cap on it and the wealthy don't qualify.
