The obvious answer could be POTUS Obama's order near the end of opening up NSA/CIA to 16 branches of government. IOW's: some EPA Or IRS flunky that is an Obama loyalist put the name in the reports to take down Flynn.

Evidently they have some information and they are going after those people who broke the law.

We know with certainty it happened because Michael Flynn was identified and leaked. It was an intentional effort to prevent him from his appointment.

This is a bad sign for Obama. Schiff is a Dem and has been saying for weeks how he wants to prove Trump is in bed with Russia. Now he has changed his tune and is demanding answers as to who is behind the leaks from the Obama government.
