That photo is before it started. Every seat was filled, granted I only counted 21 attendees as the left side of that picture is all press so it wasn't a large rally at all. However, none of his rallies are.

15 empty seats out of about 30 total. Wow. As most have pointed out, the ones that are there are mostly press.
