Don't confuse inaction for fair and equal treatment. By introducing a carbon tax / credit trading system, you create an unfair advantage for businesses in countries that don't have the same taxation. So why should we punish our own companies with additional costs when the net impact of those laws and regulations aren't going to amount to much due to the output of carbon emissions in other countries?

No. I am a realist. Historically speaking, especially in the last 20 years, we've seen the US government reward friends of the administration and punish those that are not friends. It's happened with both republican and democratic administrations. How do you get a system set up whereby you assess the carbon credit / tax in a fair manner? How do you keep it from being abused?
This president certainly has give us multiple examples:
- Michelle Obama's friend that built the technology behind the Obamacare website
- Solyndra
- IRS targeting groups with opposing viewpoints
Previously, Bush also gave us multiple examples:
- Haliburton
- Treatment of seed patents in favor of Monsanto
etc.......
