And administrations don't conduct SSBIs or adjudicate clearance eligibility. Those are standardized processes. Administrations do, however, appoint officials to positions with "need-to-know," which grants them access to classified. Clearance eligibility =/= access.
Trump brought on a dog with fleas who had been fired by the previous admin. There isn't really much way to spin this.

He could have been fired for any sort of policy difference (which would be a plus).
