Does China have the ability to disable our radar systems?

May 9th 2017, USS Lake Champlain collides with SK fishing vessel LINK
June 17th 2017, USS Fitzgerald collides with cargo ship LINK
Today, August 21st 2017, USS McCain collides with an oil tanker.
1st time could be an accident
2nd time could be coincidence
3rd time screams more than just accidents or coincidence. More like enemy action.
There was also a incident in the Baltic Sea were it was rumored Russia shut down the USS Donald Cook radar systems.
"Russian media has claimed its military is now capable of neutralising US warships with electronic jamming devices.
Moscow's military chiefs are able to use 'Russian Electronic Warfare' to 'detect and neutralise any target from a ship's system and a radar, to a satellite', according to one news report.
American destroyer USS Donald Cook was effectively left helpless when a Russian plane used the technology while the vessel was in the Black Sea several years ago, the report claimed."

Something like that would tend to result in the ship freaking the frick out not just carrying on business as usual until they run into another ship.

It does not appear China needs to disable our ships' radars since we don't seem to be paying attention to them anyway.

Yeah you can tell if you are getting jammed. And if things went down or looked out of place due to some new tech we wouldn't carry on business as usual.
I can't say for sure though what Russia and China could do, just hope we can do it too so would be aware of it.
