Does any one know who ordered the FBI to investigate the Trump campaign?

The FBI has probable cause. It is pretty clear...2 members of the Trump team have already resigned/been removed over controversy involving their Russia ties.

Given the intel about Manafort/Flynn last summer, combined with Trump openly asking Russia to commit a crime on behalf of his campaign, there was more probable cause than the FBI needs (let alone usually gets).

From what it sounds like, Intel agencies were performing surveillance on Russian persons of interest (pretty common...considering we are talking about Russia). In the course of monitoring these individuals' communications it was discovered that the Trump campaign was in contact with them. Conversations between Russian persons of interest and the Trump campaign were collected based on this.
That appears to be the case...But given that the FBI has an active investigation against the Trump campaign...we will have to wait and see.
