I heard that expression one time before I was in my 30s. I was a freshman or sophomore in high school and I heard one of our teachers say that to someone who mentioned the civil war.
It made no impression on me at the time except for the novelty of the expression.
The 'civil war' was not a 'thing' that drew any discussion one way or another back in the late 50s. Even after the desegregation efforts, I do not recall any discussion about the war itself - it was all about the evils/necessity of segregation at the time.
talk of 'reparations' was totally absent. Never heard that word until well after the Great Society began to have its deleterious effects.

How many slaves were in the Union following the beginning of Civil War hostilities?
Other than in slave states such as Kentucky, Missouri and Maryland, which didn't secede from the Union, very few. And these three states, as well as Biden's beloved Delaware, furnished sizable troop strength to the cause of the rebellion.
Essentially after 1800 slavery was non-existent in the Union, other than in the border states I listed.
