Public Schools are funding farms and job creators.
A lot of panic in this thread, but no real reasons why public schools should remain a monopoly for most LA kids.
Its a broken, busted model.

No they don't, but being discretionary spending does. Entitlements are appropriations government is required to make by statute. This bill does not make the appropriation mandatory.

Charter schools average a cost decrease of 30 % on operating costs

One of many. You can pretend all you want that your numbers are better.. ask the down in the e dirt educators which offers better opportunity, the honest ones will tell you charters offer an environment that best fits more students at a lower cost
Quit buying into the teachers union bullshite

The teachers told us if they just got raises we could attract better teachers and more teachers.
Later when challenged with static or declining test scores, they told us it was because of the parents.
It was a classic bait and switch.

I made no comment regarding Louisiana’s schools. Don’t try to shift your poor reading comprehension skills to a me problem. That is a you problem. Probably because you went to Louisiana schools. Ha.
Pointing out your bigotry and asking which states are functional is in no way an endorsement of Louisiana. Your inability to grasp simple issues is not anyone’s issue but your own.
It is somewhat amusing, though, when your limited capacity shines through in a thread where you called others “mouth breathers”. you dumb idiot.

Doesn’t your property tax bill has a separate line item?

The best states in America that people want to move to are more conservative and evangelical than LA

So now what?

Yeah, that's the problem with Louisiana. If we would just get rid of those pesky Christians, Louisiana would rocket up the quality of living rankings.

You are correct. Indeed, the bill sponsors are making a big deal out of the fact that the bill clearly states the program is "subject to appropriation."
However, it's worth considering that this bill, despite being 'subject to appropriation, 'could effectively function like an entitlement.
Look at TOPS. Once income caps were removed, they became untouchable except for one year when the budget was very tight. Now, TOPS (which I support, BTW) is is essentially a de facto entitlement.
Similarly, once the ESA toothpaste is out of the tube, it ain't going back in.

It absolutely does not need competition, because the government should not have a hand in education, period.
