I went abroad for a summer term in law school. I had to get so much documentation cleared before they allowed my american arse in the place.

Dept of Education should fine them for every student who isn't here legally but they enrolled. And INS should have a satellite office on that campus.

That way it can still be their prerogative. Aid and abet or get federal funds. They still have their 'rights'
