Everyone wants a piece of the pie, but they have no idea how the pie got there in the first place.

Not everyone. There are probably more Conservatives in California than there are in Louisiana, Mississippi, and Alabama combined. The problem is that they are outnumbered by the Leftists in the state.

Labor is often the largest expense in running an operation such as that. From $9 to $20/hr for unskilled labor likely undermines the business model. If the break even on a soft serve ice cream is $10 or $20 for the burger meal combo, that business is history.

When wages go from $15 to $20-25* and hours are expected to stay the same, it is fairly easy to project out how much your cost floor goes up.

Are you suggesting that they should have waited until they actually lost money before closing down their business? This is a small business. That means that the life savings and financial future of the small business owner are at stake here.
