Black on black, white on white

What do you mean? Black cops to black hoods and whites to white hoods?

Segregated policing would solve nothing. Cops only see one color, anyway - blue.

I do think white cops should be partnered with black cops if they're policing predominantly black communities, though. That would provide some cover - although that puts the black cop with a white partner in an awful spot if there is a shooting.

Do you fire the old white cops as your city changes from majority white to majority black?

Nope, you phase them, white cops, out thru attrition and replace with proportional black cops according to the population of the area.

Yes, they are saying that since the cops, especially the white ones, are not from that area, they don't know how to treat the community nor do they care. The reality is that while the City of Ferguson likes the same idea, they can't find applicants or qualified applicants for the job.
