I think this often confuses people. The "he did it to" thing isn't attempting to excuse behavior, but rather point out hypocrisy in the people crying foul about some particular thing, when previously saying nothing about an identical situation.
It is commentary on the people pointing the finger, not on the person at whom they are pointing said finger.
