I have cut barbed wire, electrical cable, no. 9 wire etc but never razor wire, It looks like a hard wire core with stainless steel lamination for razors.
To cut it, I would first attempt to use a side shear cutter, like what is used for tin. But the core wire, harder thicker would make the side sheer not to useful. Does anybody have real world experience with cutting razor wire. With a good suggestion, I would obtain the tool from Harbor Freight for my bug out bag.

You'll get about half way through, then wait for the Texas Rangers to come and laugh while taunting you ......

Strung many many miles of razor wire (not concertina) on both fence lines and on top of an Army confinement facility (now defunct).

But we used high quality compound bolt cutters to cut the wire. The jaws had to be well aligned with no nicks else the stainless would not cut cleanly requiring a second bite. Went through a good number of cutters for the project.

dakark.....excellent response, I had figured it would take a good tool.

My plan is to get a hundred feet of Shelby razor wire, cut into 9 inch pieces for mounting on wall achievement plaques. Recognizing the success of the great state of Texas in telling Biden he has been rejected.

Working hard this weekend I could have 50 or 60 of these awards for sale Monday at a road side stand between Uvalde and Eagle Pass. At a sale price of 100 dollars each, I could make some serious coin.

Better investment would be a picture of Mayorous with dart board circles around his happy, lying face.

From the photos I’ve seen, the criminal Biden cartel doesn’t propose to actually cut the razor wire. They are going to get forklifts and bulldozers to remove it and create wide open avenues for the illegal hoards to pour into the country by the thousands.

Gerber concertina cutters. Better hurry only one pair left.

Amazon

I would go with this style though. Lot cheaper.

The Gerber cutters are purpose made and the only way to go. Don't buy the cheap off brand.

The pair I have are made by Knipex. They will cut small bolts.

Who needs wirecutters? Just toss a good ladder over the fence of sufficient height, and good rope to scale down to freedom.

Knipex, Nazzi made, makes one hell of a pair of side snips. Also, they fit super nicely in your pocket, you know since $37.99 is absolutely bullshite, and dont @ me about theft, that’s the least of our concerns during war.
