I am not a fan of legalization, but I am fine with decriminalizing up to an ounce of marijuana.

I'm not sure, but I think cities have more legal standing when it comes to decriminalizing a substance than states do for legalizing it.

They cannot ignore State law, regardless of what ordinances that they pass...

Technically, they aren't ignoring the law. They just have a different statute for the infraction. Remember that decriminalizing it is not legalizing it, it is just changing the severity of the penalty for simple possession.

I'm all for legalizing pot, but comparing dependence on tobacco and alcohol to dependence on marijuana is simply disingenuous. What are the numbers for states where pot is legal?

Most drug addicts are in denial that they are an addict. They will make every excuse or rational to convince themselves that they are in control and are "NOT" an addict.

No it isn't. The numbers represent the percentage of people using the substance in question who become dependent on it.
